In an interview with the Navy Times, Chief of Naval Operations (CNO) Adm. Gary Roughead said: “I think the change is going to be easy.”

Within two weeks, the fleet will begin all-hands training on the new rules regarding gays serving openly in the military. The development of the training, and tracking of the completion for implementing the new policy in the Navy, is under the responsibility of Adm. John Harvey, head of Fleet Forces Command. On February 7, Harvey revealed that the scheduled completion of training for senior leaders and commanding officers is April 30.

After these officers have completed their training, they are expected to conduct trainings for their commands, the expected completion date for which is on June 30.

Once these two levels of training have been completed, Adm. Roughead will then make a recommendation to the Secretary of Defense. The latter, along with the chairman of the Joint Chiefs of Staff and the President, will certify the military’s residence for lifting the ban. The new law will actually take effect sixty days after this certification has been made.

Roughead described the training as follows, without going into specifics: “The training is not going to be extraordinarily lengthy. It’s there to say, this is what has changed, this is what has not changed. And I think you’re gong to find that the standards of the Navy have not changed. And so sailors are going to be very much aware of what the rules are.”

In addition, Roughead shared that the DADT repeal did not seem to be a matter of “pressing concern” to the fleet.
