Just as with any other branch of the military, the Navy SEALs will have a number of regular soldiers as well as officers in the division. While every Navy SEAL will be a highly trained and qualified soldier, some will naturally be better at certain aspects of SEAL life than others. The officer of the group, having trained with the unit, will know how to play to the strengths of every SEAL under their command and turn their unit into the strongest one it could possibly be!
