There are many reasons why people make such claims. Many individuals will claim to be a Navy SEAL in order to gain attention or to receive special perks at bars or other places of business. Many of them will make these claims in order to acquire a job.
There are many people throughout the United States who have an unfounded belief when it comes to who can become a Navy SEAL. This is due in part to the amount of fraudulent individuals who claim to be Navy SEALs, but are in fact imposters. So here is a quick reality check based on Navy SEAL service:

It is vitally important that all Navy SEALs understand the purpose and intricacies of the vehicles that they may use during their missions. All Navy SEALs are of course given sufficient training with each vehicle that they may be asked to use over the course of their years of service in the Navy SEALs.
All Navy SEALs must have the proper gear, clothing, and weapons necessary in order to carry out their missions. If a Navy SEAL were not to wear the gear and equipment that is specific and built for the climate and terrain of the location they are carrying out a mission, they could put themselves and their platoon in jeopardy. Therefore, all Navy SEALs must familiarize themselves with the many tools at their disposal.
There is one medal that all Navy SEALs will acquire during their years of service. This medal is commonly referred to as the “SEAL Trident.” However, it is also known as the Special Warfare Insignia or “The Budweiser”. This medal is a sign that the person who wears it has successfully passed the Navy’s Basic Underwater Demolition/SEAL (BUD/S) training. This is a special training session that must be passed by all individuals before they become an official Navy SEAL.
